Development
Alliance envisions a vigilant, vibrant, and fully coordinated
cluster of municipalities dedicated to the sustainable, integrated
and wise management of their Natural, Physical, Human, Social
and Financial-Resources through the empowerment of the their
communities.
The Alliance of the seven Municipalities (Carrascal, Cantilan,
Madrid, Carmen, Lanuza, Cortes and Tandag), represented through
the Governor, Vice-Governor, Chairperson, all the Mayors and
SB-Members, as well as the Representatives of connected NGOs and
POs are committed to undertake any effort to become a Model to
other regions in the Philippines in the area of Natural Resource
Management, Youth-Leadership-Development, Health & Nutrition,
Eco-Tourism, and Micro- & Small-Enterprise Development by the year
of 2009.
Vision
1. Strengthen the Coordination between and among the Cluster of
Municipalities towards a Vigilant, Vibrant and Fully coordinated
Alliance;
2. Sustainably manage the contiguous Fishery Resources of the Bay as
well as its lowland, forest and watershed resources;
3. Develop the marginalized fisherfolks and farmers of the Bay as empowered sectors and participants of the
community.
Objectives

Install and enhance
effective and sustainable mechanism of coordination between
and among member municipalities;

Institutionalize
a strengthened multi-sectoral collaboration in the
management of the Bay's natural resources;

Ensure an integrated
and sustainable management of the uplands, lowlands, river
systems and coastal resources of the bay including Solid
Waste Management;

Empower the Upland and Coastal communities
through institutionalization of Alliance support for POs'
participation and in organizational strengthening;

Improve the quality of life of marginalized
fisherfolks and farmers.
